Frank has led a long and distinguished career in municipal finance, including serving as Chair of the Municipal Securities Rulemaking Board (MSRB). He served a wide range of municipal clients focusing on developing financial solutions to complex problems. Frank recognizes the importance and role of different forms of capital and how to customize solutions to meet client needs. Frank co-founded API to address the growing financial challenges of states and municipalities: Infrastructure, pensions & balancing budgets. He leads API’s efforts to fuse best practices from established businesses to transform public assets into high-performance enterprises generating newfound value.

Ray has provided sage and trusted financial counsel to governors, mayors, and public officials for over three decades. Intrigued by how and why things function, he works passionately to craft financial structures that capitalize on private and public sector strengths. Ray is a creative business strategist who marshals resources to get things done, and has experience in a wide range of asset optimizations, including Chicago Skyway, Indiana Toll Road, Chicago McCormick Place Hyatt Regency & Marriott Marquis Hotels, and Indianapolis Water & Sewer. Given his legislative work, he led API’s formation of the Public Pension Infrastructure Investment Workgroup.

John has served public power utilities for his entire career, and offers insight and depth of experience that is rare in today’s dynamic utility marketplace. In fact, he has been involved in the financing of most major electric-generating facilities constructed by U.S. public power utilities over the past 35 years. As an early partner in Public Financial Management (PFM), John founded the world-class leader in providing financial advisory services to public power agencies. John is well-known for helping clients develop new financing strategies to improve their financial condition and upgrade their ratings and is particularly regarded as an expert in municipal restructurings.
